In October, 2014, criminal defense attorney Rand Lucey convinced a Garrett County Circuit Court judge to impose a no-jail sentence with one year of unsupervised probation for his client’s role in a jail break at the Garrett County Detention Center. None of the several co-defendants prosecuted in federal and state court had received a sentence of less than 18 months in jail.
